Just wanted to add that Cosmic Anomalies also have a chance of spawning Commander NPC's that contain loot. Usually it's just Faction Munitions and a Pirate Dog Tag but they also sometimes drop BPC, Implant and or Faction modules.

Also in which security space do 3-6/10's spawn as cosmic signatures? Not sure if 3/10 spawn in highsec ever or if it's just lowsec and nullsec that get these where you can scan them down with probes without having to get an escalation. The main problem of scanning and bookmarking sites in Low sec and then coming back in a PvE ship to run them is that other players in PvP ships may have done the same thing and are waiting for PvE ships to show up.
Now if you're camped out in the system and know there's very little to no population action happening, then yeah, you can probably do it. Course make sure to set up safe spots, keep an eye on local and run D-scan.
It's been a while but it was my understanding that there's a set amount of signatures and anomalies available for each specific area. I'd like to think it's Regional but more than likely it's only Constellation wide.
High sec space will spawn 1/10 to 4/10 DED sites. Not sure but I think Low sec will spawn 1/10 to 8/10 DED sites and Null sec will spawn 1/10 to 10/10 DED sites. The same goes for the named un-rated Cosmic Signature and Anomaly sites as well.

Yeah seem like lowsec/nullsec is more dangerous than its worth, probably only good to scan down and do sites near my Corps staging system when we happen to find them. Just not going to nullsec/lowsec specifically to hunt down these sites.
Best places for High Sec exploration are systems located way off the beaten track, far away from Mission / Trade hubs. Check system stats in Star Map for low amount of population, jumps, NPC kills, etc.
To be competitive with the massive amount of competition in High sec, need to have exploration skills maxed and use top line equipment fit on a ship ready for PvE combat. Basically allowing you to find and complete the sites asap. No need to switch out ships after scanning thus eliminating chance of others running the sites before you.
